I'm not sure if it has subs by now but I reckon it would be hard to translate unless your Japanese is really extremely good. It's filled with business terms and gangster slang, some of which even has to be explained to the Japanese audience via Japanese subtitles.
You can follow it with ok Japanese because the human conflicts usually explain themselves, but I'm sure it would be a lot harder to translate than the usual fluff dramas.

Am I safe to assume that this doesn't have English subtitles?

I think the most awesome thing about the drama is that the conecpt is pretty old/ common (office drama, new recruit who has to adapt to the job) but yet it manages to be somehow different. Debt collectors are a pretty common topic in dramas, too, I mean but you rarely get to see the story told from their point of view.
